Sustainable Development Goal 13

1.0   The Agenda of COP23 will include the development of guidelines on how the Paris Agreement’s provisions can be implemented across a wide range of issues.

2.0   Article 2.1 of the Paris Agreement aims to strengthen the global response to the threat of climate change, in the context of “sustainable development and efforts to eradicate poverty”.

3.0   But, the log-in-the-road at present, is the need to define the objective guidelines that will provide the basis for evaluating SDG 13 (and its five Targets) of the UN 2030 Agenda!

Equity and Climate Justice

1.0 The Preamble of the Paris Agreement ‘notes the importance for some of the concept of “climate justice”, when taking action to address climate change’

2.0 Article 2.2 of the Paris Agreement is a relevant consideration for achieving climate justice. It requires implementation of the Paris Agreement “to reflect equity”.

3.0   Applying equity/fair treatment as a guideline to achieve climate justice ushould mean that no country that has ratified the Paris Agreement should bear a disproportionate share of the negative environmental consequences – ecological, economic, social, cultural -  from actions and measures taken to achieve the long-temperature goals of the Agreement.

3.0 The UN's 2030 Agenda for Sustainable Development

The aim of a new UN Framework for achieving global sustainable development “Transforming our World2030 Agenda for Sustainable Development” is to wipe out poverty, fight inequality and to tackle climate change over the next 15 years.

One of its 17 interrelated, Sustainable Development Goals [“SDGs”] is SDG 13, “Climate Action”: Achieving this Goal will be guided by five Targets.
